		<description>I&#039;m assuming that a 59-year-old woman who lets a dog (especially a dog with a sweet face like Jiffy&#039;s)  freeze outside is deficient.  Lack of brains?  Lack of heart?  Surely a lack of empathy.

Imagine this woman is your messed-up neighbor.  What do you do?  You can talk to her about how cold it is and offer to help her take her dog inside.  If the woman is unapproachable, you can call 911 or Animal Control or perhaps an animal rescue group in the area.  (In this case, a neighbor&#039;s call did alert authorities, but only after the cold night.)  I think there are instances where a little involvement from a bystander can prevent a worse situation, whether the situation involves a child under threat of abuse, a battered spouse, or an animal.   We have legislation to protect the vulnerable; we just need to be brave enough to offer help or get help when a person or a creature is in need.</description>

		<description>Is anyone left who does nice things for animals? There has to be, right? Sam Simon, he still does nice stuff, right? There must be a few people left who are still nice to animals.  I am ready for some cheery animal news. 

Oh- the punishment should fit the crime. Let her freeze outside, naked. I wonder what her actual punishment will be ? A $250 fine?</description>

Put her outside till she`s frozen to the ground and then have someone check on her every few hours.

If she survives maybe someone will adopt her but I doubt it.</description>
