Where were the 7 year old child's parents?
If they do not charge the child, the parents should definately be charged.
The boy is evil which means he would not think twice about doing it to a baby.

Forget about sending him to shrink.

I don't care how old he is.

I'd beat him so badly he'd be eating food from a straw.

That would put the fear of God in him and make him afraid to even breath funny on an animal or human being again.

Any child who does such a thing needs to be under the constant care of a psychiatrist until such time as they deem fit, and have a full scale medical examination (neurologist) along with a DCFS agent needs to oversee this entire family and their dynamics. This level of violence is highly suspect and I assume it has either a medical basis or this child has been abused or witnessed abuse all his life.

I agree the parents need to be held responsible.

In the case of a seven-year-old, I'd have to wonder what's going on at home. Kids just don't develop that way if they're living in healthy environments. Kids can begin learning by the time they're about two that other beings--other kids, adults, and animals--have feelings. It takes them a while to get the message, but eventually they do, and they certainly know it by the time they start school. This is different from two seventeen-year-olds setting a dog on fire. They were perfectly aware that the animal was suffering and callously did the action anyway. We don't know if this child had that awareness or not. But whether he did or he didn't, something is wrong with him.

And, yeah, that means that the supposedly responsible parents need to be held accountable for the behavior. I don't think there's anything wrong with seven as the age of intent--it's been the age of reason throughout human history.
