		<description>However great this progress may be, we might consider the way other cities maintain and manage dog park areas. example: In Salem MA, all dog park participants must purchase a yearly pass to use the parks. The passes are limited to a maximum number each year to prevent too much overcrowding. Locks are opened by a plastic card much like hotel keys. These funds pay for the maintenace of the park. If an owner is cited more than once for breaking any rules, they can lose their key priviledge for a year. This would eliminate most issues the City has about funding and use. I would be happy to pay as well as contribute donations. Anything for a chance to let my dogs run.</description>
