		<description>Give the welsh gov some power and this is the daft changes they make.  Making changes to daft laws without fully consideration of its impact.
  Under controlled use these collars are a god send,  it can prevent the death in some cases through this sort of training.  

  They havnt really though about the full implications on those who use, sell, manufacure these on a daily basis.

		<description>I have never understood these collars that are promoted to train &quot;manners&quot; or to control barking or to create fence-less boundaries. Yes, several years ago, I strapped one to my own neck and walked thru one of those commercially prominent fence-less boundaries. I am not a wuss and can usually withstand a lot of pain -- but I truly felt as though someone had shot me straight thru the neck with a burning arrow. I would never want to subject any animal to such a shock even once! I challenge every animal owner to FIRST try out their mechanism on themselves, or on their children, or on their mother, and then decide whether it is appropriate for their pets.</description>
