Sniffydog.....the article states three litters OR 25 or more dogs. This definitely will affect the puppy mills. Anyway. I wish these things were less hung up on number of dogs and more focused on quality of care of dogs. It's hard to predict whether your third bitch is going to pop out four puppies or eleven, but easy enough for an inspector to see whether she's kept on a reasonable surface and given clean water. “three litters of 25 or more dogs” — that sounds like unusually large litters!
