I believe that this outcome would be the norm amongst animal control employees as well as city management. The mayor of my rural township lives about 7 doors down from me, was actually petting my 1.5 YO pit bull when he made the comment and referring to my pup: "What a great dog. It's a good thing that he's not a pit. I would shoot a PIT with my shotgun."
I think you'll understand if we left the fact out that Flash was a pure-breed American Pit Bull Terrier like Sgt Stubby or Popsicle.

The question is:
"Will civil authorities ever realize that they cannot legislate or dictate proper animal behavior without addressing the root cause of animal bite being bad animal stewardship?"

Look at the environmental conditions:
1.) Is the animal NOT part of the family?
2.) Is it in the back yard ignored?
3.) Are vaccinations and licensing not kept current?
4.) Is the pet NOT being trained and disciplined to be a community member and being socialized?
That word NOT has all the earmarks of creating a socially dysfunctional animal no matter the breed.

I have to believe that there is a special place in Heaven right by the Rainbow Bridge for Pit Bulls that have been killed because of their breed.

The little dogs are the ones who start the fights most of the time. People think because they are small, it is ok to let them be aggressive and bite. They act like big dogs in little bodies, they don't understand size. So they pick a fight, they lose, and the dog who was just defending self or owner (again, they don't recognize size, just threat), is called dangerous. Vicious. Little dogs are dangerous. For all large breed owners, keep those wretched toy dogs away from your dogs. They will get your dogs killed.
Turn of the last century it was Newfi's being demonized. Newfi's? Really? Come on.
Human's are the stupid dangerous breed. Not dogs with big funny heads. Why can't we put more human's down, since they are the ones causing all the trouble. Start with Vick please. That excrement is actually going to be allowed to play football again. Such a world we live in.
