Certainly, there is plenty of work to be done to require the creation of the Commission mentioned, in order to oversee and drive this process. Cruelty to animals is one of the key indicators that there is a pyschopath in the making, who will turn to "human prey." So, even those individuals that don't care about animals/animal issues should support this as well. Agencies that combat child abuse and family violence would see their detection and intervention abilities improve by understanding this connection.--Setting up mutual detection and reporting systems in cooperation with their anti- animal cruelty partners.
